It was built in 1901 during British rule. It was designed by E. Skinner, an associate of the Royal Institute of British Architects, and built by the Colombo Commercial Company.〔(Lodges in Sri Lanka )〕 The building was built in neo-Georgian style mixed with elements of Eastern architecture.〔 After the necessary funding was raised by subscription and debentures, the cornerstone of the building was laid on September 27, 1900 and the building was completed in August 1901 with a formal opening on September 1, 1901.
